The last-ditch plan in hopes of getting the attention of the Foundation is for one person to put the barrier around the house itself while the other person shields that person.

I'm assuming it might be possible to encompass more than just those individuals, but that might depend on what Gin-san would have to say about it. I'm not familiar with barriers, but I'm assuming the less people, the more energy he can put into the shield.
